First you will have to find the treasure map for the buried treasure to spawn. You can find the treasure map at the end of the "Alberich Hollow" region, to the right of the legendary chest.

As for the buried treasure, you will have to go to the Modvitnir Rig region. The treasure will be in plain sight (☝ only if you have the map) as soon as you climb up the first platform from the beach.
