Changing and buying clothes in Pokemon BDSP is very simple, all you have to do is continue through the main story until you get to Veilstone City (where the 3rd Gym), here you will want to go to the building with the 2 clefairy above the door (found to the right of the gym), here you will be able to change and buy clothes!
