You can accept the Tempestuous Avalerion side quest in the tent in Hafin City. If the quest does not appear on the board you will have to advance the story until you get to the Sunken Laboratory. You may also need to explore the Tempes Plains areas more to get this quest to spawn.
The target can be found in the waterfall area in Tempes Plains (East)
After defeating the target, return to the tent for your reward.
